Hilary Twinamatsiko

Hilary Twinamatsiko is an experienced project controls manager with a comprehensive background in cost estimation, project scheduling, and management in the oil and construction sectors. Currently serving as the Ag. Project Controls Manager and Cost and Planning Specialist at Uganda National Oil Company Limited since November 2021, Hilary is responsible for project portfolio management including refinery and infrastructure projects. Previous roles include Scheduler at Berkeley Energy Uganda and Quantity Surveyor/Planner at Sogea-Satom, along with extensive experience at G1 Group, Tullow Oil, and other construction firms. Hilary holds multiple advanced degrees and certifications in project management, risk management, and cost engineering, demonstrating a strong commitment to professional development.
