Michiel Scheltema

Michiel Scheltema is the founder and advisor at Uitelkaar.nl since 2017, part of the social enterprise Justice42, which aims to improve access to justice. Scheltema has served on the Supervisory Board of HiiL since 2012 and acts as the Government Commissioner for the General Administrative Law Act at the Ministry of Security and Justice since 1983, supporting legislative efforts in administrative law. Previously, Scheltema was the Chairman of the Scientific Council for Government Policy from 1998 to 2004 and held the position of State Secretary at the Ministry of Justice from 1981 to 1982. An academic, Scheltema was a professor of administrative law at the University of Groningen for nearly a decade and worked as a legislative jurist at the Ministry of Justice earlier in their career. Scheltema holds a Master of Laws (LL.M.) from Harvard Law School and a Master’s degree in Private Law from Leiden University.
