Stephen Finer

Stephen Finer currently serves as the Head of the Data and Analysis Unit within the Regions Group at the Department for Education, a position held since September 2022. Previously, Stephen held leadership roles in various organizations, including the UK Health Security Agency as Head of Implementation and Process Evaluation, and NHS Test and Trace as Head of Analysis and Evaluation, where responsibilities included managing teams focused on analysis and evaluation for national testing programs. Additional experience includes serving as Head of Strategic Evaluation at Ofsted, overseeing multiple evaluation projects, and significant roles at Her Majesty's Inspectorate of Constabulary and Fire & Rescue Services, where contributions included leading the development of comprehensive assessments of police forces. Early career experience at the UK Home Office involved managing policy initiatives related to crime indicators and police pensions reform. Stephen Finer earned a BA (Hons) in Natural Sciences from the University of Cambridge from 1993 to 1996.
