Andrew Harper has over two decades of experience in refugee and humanitarian operations, currently serving as Special Advisor to the High Commissioner for Refugees on Climate Action and Director of Programme Support & Management at UNHCR since June 2006. Previous roles include Chief of Innovation Service, Representative to the Hashemite Kingdom of Jordan, and Head of Iraq Support Unit, focusing on refugee operations in Iraq and the Middle East. Prior to returning to UNHCR in 1994, Andrew served as Deputy Recovery Coordinator/Chief of Staff at the United Nations OCHA, facilitating international recovery efforts after the 2004 tsunami in Indonesia. Early career contributions included heading the Sub-Office in Ahwaz, Iran, where significant work was done to protect and assist vulnerable populations. Andrew holds a Bachelor of Arts in Economics from the Australian National University.
