John M. Hoopingarner

John M. Hoopingarner is an attorney associated with McMahon DeGulis LLP. He returned to the practice of law upon his retirement in May, 2020, as the Executive Director of the Muskingum Watershed Conservancy District (MWCD), a position he held since 1989. Prior to his work with the MWCD, Mr. Hoopingarner was a partner with Miller and Kyler LLP where he acted as Chief Counsel to the MWCD, was the owner of a real estate title company, and taught real estate law at Kent State University Tuscarawas. He earned his Bachelor of Arts degree from Muskingum University in 1976, and his Juris Doctor degree from Ohio Northern University Pettit College of Law in 1979.

Mr. Hoopingarner was elected to the Board of Directors of The Citizens-State Bank of Strasburg in 1990 and served on its Executive Committee. He became a member of The Citizens Savings Bank Board when The Citizens-State Bank was merged into its charter in 1999 where he now serves as a member of its Executive Committee. He was elected to the Company’s board in 1992 and serves as a member of its Executive Committee, Audit Committee, and chair of its Nominating-Governance Committee.

Mr. Hoopingarner has extensive experience serving on boards of local and regional organizations including prior service on the boards of the Tuscarawas County YMCA, the Tuscarawas County Board of Developmental Disabilities, the Ohio Association of County Boards of Developmental Disabilities, the Water Management Association of Ohio, the Ohio Water Resources Advisory Council, the Muskingum River Advisory Council, the Water Research Foundation of Ohio, and the Ohio Water Resources Council Advisory Group. He currently serves as a board member of the Dover Public Library, a founding member of the Muskingum Watershed Conservancy Foundation, and as an Ohio Commissioner (by appointment of Governor John Kasich) to the Ohio River Valley Water Sanitation Commission, where he chairs its Audit Committee. Mr. Hoopingarner is also active in several professional associations.
