Delphine Mercier has extensive experience in administrative support and event planning. Since August 2003, Delphine has served as an administrative assistant at MCYS, focusing on legal administrative work, including sentence calculation and out of province transfers. As President of the art, cultural and sport live event planning committee for Comtés unis de Prescott-Russell, Delphine organizes various live events featuring music acts and theatre. Additionally, Delphine holds the position of President of the programming committee for the leisure committee for municipalities, successfully co-creating a Jazz Festival for seven municipalities and planning Canada 150 celebrations. From October 2018 to July 2021, Delphine was President and creator of the Festival de jazz et blues de Montebello. Delphine's educational background includes studies at Marie de Champagne in Troyes, France, and Migros Klubschule in Zurich, Switzerland.

The Corporation of the United Counties of Prescott and Russell (UCPR) was created in 1820 to serve the municipalities included on its territory. The role of the regional government is to deliver services of regional interest or are too expensive for a single local municipality. The mayor of each municipality sits on the Council of the United Counties of Prescott and Russell and the residents of the eight municipalities contribute to the funding of the regional government through property taxes. The Main Office of the United Counties of Prescott and Russell is located in L'Orignal, in the Township of Champlain. The day-to-day management of the UCPR is the responsibility of the Chief Administrative Officer and Secretary. Each municipality has its own personality and offers a distinct lifestyle.
