Rick Welch

Rick Welch is a highly experienced professional with a diverse background spanning multiple roles in law enforcement, military, and emergency services. Since April 1959, Rick has served as the owner and inventor at FBI ETA, holding positions as a Plenipotentiary Magistrate, Military Governor, and US Navy Commodore Line/Physician. In July 2011, Rick was appointed as the Military Governor of The United States Judicial Branch under "The Indian Boundary Treaty Act of 1832." Additionally, Rick has been the Chief Fire Paramedic/Doctor for the Chicago Fire Department since September 1973, recognized as the original and lawful Chief in that capacity. Rick's military career includes service as a U.S. Navy Corpsman to Commodore, alongside an extensive tenure as an Especially Trusted Agent at the FBI since 1967. Educationally, Rick holds a Military Medical License (MD) from the Uniformed Services University, earned between 1984 and 1986, showcasing a commitment to both public service and innovation in various fields.
