Joseph Roby has a diverse work experience spanning several roles and industries. Joseph began their career as a Fabrication and Design Engineer at Applied Engineering, where they utilized computer-aided drafting and simulation tools to create interactive 3D models. Joseph then worked in the United States Air Force as an Electronic Warfare Systems Journeyman, where they supervised IT and communications technicians and developed a technical training program. After their military service, they worked at ITT as a Defense Red Switch Network Senior Telecommunications Systems Specialist, where they provided IT support, managed enterprise-wide communication networks, and supervised repair and maintenance tasks. Joseph then joined DISA as an Action Officer Defense Switched Network and Cryptographic Modernization, where they served as the lead IT project manager and policy expert. Joseph also held roles at US Army Materiel Command and the US Department of the Treasury Bureau of the Fiscal Service as a civilian lead, executive communications lead, and senior program and project manager. Most recently, they served as the Chief IT Program Management Officer at the Department of Justice before becoming the Director of the IT Program Management Office at the U.S. International Trade Commission, overseeing various program management functions.
Joseph Roby has a comprehensive education history. In 1999, they attended the Community College of the Air Force, where they obtained an Associates of Applied Science degree in Avionics Systems Technology. Joseph then went on to pursue a Bachelor of Science degree in Technical Management Business Information Systems from DeVry University, completing their studies in 2007.
In 2008, Joseph enrolled at Western International University and earned a Masters of Science degree in Information Systems Engineering in 2009. Continuing their education, they attended Villanova University in 2015 to specialize in Project Management and became a certified Lean Six Sigma Black Belt. In 2016, Joseph pursued a degree in Federal Program Management at The George Washington University School of Business.
Aside from their formal education, Joseph obtained various certifications throughout their career. In 2018, they received the Federal Acquisition Certification for Contracting Officers Representatives (FAC-COR) III from the Federal Acquisition Institute (FAI). Additionally, in 2017, they obtained the Federal Acquisition Certification in Program and Project Managers Senior Level (FAC P/PM) III, also from the Federal Acquisition Institute (FAI). In 2012, Joseph became a Project Management Professional (PMP) through the Project Management Institute.
Furthermore, Joseph achieved several technology-related certifications. In 2011, they obtained the Microsoft Certified Technology Specialist (MCTS) designation, as well as the MCTS: Windows 7 (70-680) certification from Microsoft. In the same year, they received the ITIL v3 certification from EXIN, and the Server+, Network+ CE, and Security+ CE certifications from CompTIA.
Lastly, Joseph Roby pursued a Master of Business Administration (MBA) degree in Business Administration and Management, General from Wayland Baptist University, although the duration of their studies is not specified.
