Debora Halbert

VP for Academic Strategy at University of Hawaii System

Debora Halbert is the Vice President for Academic Strategy. The position serves as the chief academic officer for the UH System with overall responsibility for leadership, planning and intercampus coordination of academic affairs, student affairs, policy and planning, institutional research and analysis, international and strategic initiatives and Hawaiʻi P–20 Partnerships for Education.

Prior to taking her current position, Halbert served as the UH System Associate Vice President for Academic Programs and Policy and UH Mānoa Associate Vice Chancellor for Academic Affairs.

She earned her BA and MA in political science from Western Washington University and her PhD in political science from UH Mānoa. After teaching for 12 years at Otterbein University in Westerville Ohio, she returned to Hawaiʻi to take a position in the political science department teaching law, policy, and futures studies.

Halbert’s term will last through June 2024 at which time she will return to her faculty position at UH Mānoa.
