The University of Maryland, Baltimore (UMB) was founded in 1807. Today, this 71-acre research and technology complex encompasses 65 buildings in West Baltimore near the Inner Harbor. UMB is Maryland's only public health, law, and human services university. Seven professional and graduate schools train the majority of the state's physicians, graduate nurses, dentists, lawyers, social workers, and pharmacists. University of Maryland-Baltimore

A physician-scientist, clinician, educator, and academic leader, Mark Gladwin began his tenure as dean of the University of Maryland School of Medicine (UMSOM) in August 2022. He joined UMSOM after serving as the Jack D. Myers Professor and chair of the Department of Medicine, associate dean for physician-scientist mentoring, and associate vice chancellor for science strategy, health sciences, at the University of Pittsburgh School of Medicine and University of Pittsburgh Medical Center.

In the latter two roles, Gladwin led the strategic direction of health sciences research efforts at the school and medical center, with an additional focus on career development programs for the next generation of physicians and scientists in translational research.

Gladwin was recruited to the University of Pittsburgh in 2008 to serve as chief of the Division of Pulmonary, Allergy and Critical Care Medicine and the inaugural director of the Pittsburgh Heart, Lung, and Blood Vascular Medicine Institute. He has a long history of leading translational projects and programs and has trained students at all levels, from undergraduate students to junior faculty, many of whom have established intendent careers in academic medicine.

Gladwin received his medical degree from the University of Miami Honors Program in Medical Education in 1991. After completing his internship and chief residency in internal medicine at Oregon Health Sciences University in Portland, he joined the National Institutes of Health (NIH) in 1995 as a critical care fellow. After completing a clinical fellowship in pulmonary medicine at the University of Washington in Seattle, Gladwin served as chief of the Pulmonary and Vascular Medicine Branch within the National Heart, Lung, and Blood Institute, an arm of NIH.

An expert in pulmonary hypertension and sickle cell disease, Gladwin has served as a principal or associate investigator on more than 25 clinical trials. Since 1998, his research activities have led to more than 200 published, peer-reviewed manuscripts, and he is the co-author of the textbooks “Clinical Microbiology Made Ridiculously Simple” and “Critical Care and Hospitalist Medicine Made Ridiculously Simple.”

Gladwin is a member of Alpha Omega Alpha, the American Society for Clinical Investigation (ASCI), the Association of Professors of Medicine (APM), and the Association of American Physicians, and he has served on the ASCI and APM councils. He is a fellow of the American College of Physicians, American Heart Association (AHA), Association of American Physicians (AAP), and Pulmonary Vascular Research Institute.

He has received numerous academic awards including the U.S. Public Health Service Achievement Award, the NIH Director’s Award for Mentoring, the NIH Clinical Center Director’s Award for Science, the NIH Merit Award in recognition for accomplishments in both basic and clinical sciences, and the Recognition Award for Scientific Accomplishments from the American Thoracic Society. Gladwin also was named an AHA Distinguished Scientist and was recognized as a Distinguished Professor by the University of Pittsburgh in 2014.

Mark T. Gladwin

Alexa Mayo was named interim associate vice provost and dean of the University of Maryland, Baltimore’s (UMB) Health Sciences and Human Services Library (HSHSL) in January 2023. She also serves as the assistant dean for research and information services at HSHSL.

Mayo is the co-principal investigator and director of the Network of the National Library of Medicine’s Region 1 and the Network Web Services Office under a cooperative agreement with the National Library of Medicine. The agreement runs through 2026. HSHSL has served in this prestigious capacity for more 35 years.

Mayo has over 25 years of experience working with health information within research settings. While at HSHSL, she also has served as principal investigator or project manager for multiyear-funded projects with community-based partners. These projects partner with community members to promote health equity.

She is active in the Medical Library Association (MLA), serving as a member of MLA’s Public Services Caucus, International Cooperation Caucus, and the Leadership and Management Caucus.

She received her Master of Library Science degree from Simmons College in Boston and her bachelor’s degree from the University of Massachusetts Amherst.

Mayo is active in the University System of Maryland and the Affiliated Institutions Council of Library Directors.

Mayo has authored or co-authored more than 60 chapters, articles, presentations, and posters. Her professional interests include developing innovative research services, teaching and learning, developing projects to promote health equity, and global health.

Alexa Mayo

Bruce E. Jarrell, MD, FACS, was selected as the seventh president of the [University of Maryland](/org/university-of-maryland), Baltimore (UMB) on Sept. 10, 2020, after serving as interim president for eight months. During the interim period, Dr. Jarrell guided the University’s efforts to cope with the COVID-19 pandemic once it unfolded in March 2020.

The appointment as president was the latest in a long line of upward moves by Dr. Jarrell at UMB, where he has served as chief academic and research officer, senior vice president, executive vice president, and dean of the Graduate School.

Named chief academic and research officer and senior vice president in April 2012, Dr. Jarrell served as the focal point for all academic matters at UMB and was responsible for facilitating the research mission of the University by working closely with UMB administrators, deans, research leadership of the schools, and others. Through and with the deans and vice presidents, Dr. Jarrell worked to further the University’s core values among faculty, staff, and students in the leadership, management, and promotion of the institution’s education, research, clinical, and community engagement agendas.

Dr. Jarrell was named executive vice president and provost in December 2017, expanding his already wide-ranging duties. In this role, Dr. Jarrell had the authority to act on behalf of the president in a variety of matters and settings. Dr. Jarrell, who was dean of the Graduate School, also oversaw many of the University’s most critical institutional relationships, such as the [University of Maryland](/org/university-of-maryland) Strategic Partnership: MPowering the State, UMB’s innovative and structured collaboration with the [University of Maryland](/org/university-of-maryland), College Park, and worked to build and maintain academic interactions with all USM institutions.

Dr. Jarrell arrived at UMB in 1997 as chair of the [University of Maryland](/org/university-of-maryland) School of Medicine’s (UMSOM) Department of Surgery. He expanded UMSOM’s surgical programs and developed innovative research studies and clinical trials, leading to its ranking as 11th nationally in total research funding from the National Institutes of Health. In 2003, he moved to the UMSOM Dean’s Office, where he served as executive vice dean, directing the school’s education and research enterprises.

Dr. Jarrell also served as the institutional official for human research protection and animal research protection, and he has remained actively involved in research and medical student education throughout his career.

Dr. Jarrell was born and raised in Caroline County on Maryland’s Eastern Shore. He received his bachelor’s degree in chemical engineering from the University of Delaware and his medical degree from Jefferson Medical College in Philadelphia. He completed a general surgical residency and renal transplantation fellowship at the Medical College of Virginia and held faculty positions at Jefferson, where he performed kidney and liver transplantation and hepatobiliary surgery for 10 years, and the University of Arizona, where he was a professor and chair of its Department of Surgery. 

Dr. Jarrell is an accomplished metalsmith and a member of the Blacksmith Guild of Central Maryland. Among his creations are a mace holder he made for UMSOM in 2006, a mace holder he crafted for Perman’s inauguration as UMB president in 2010, and the Davidge Elm tree window art that he and Ukrainian blacksmith Anatoliy Rudik created in 2012 that was installed in the SMC Campus Center. Jarrell has written a number of books, including 2015 editions of the popular textbook NMS Surgery and the NMS Surgery Casebook.

Judy L. Postmus began her term as dean of the University of Maryland School of Social Work (UMSSW) on July 1, 2020. Selected after a nationwide search, Postmus succeeded Richard P. Barth, PhD, MSW, who had served as the school’s dean since 2006.

Postmus joined UMSSW after 14 years with the School of Social Work at [Rutgers University](/org/rutgers-university). She was a professor as well as associate dean for faculty development and strategic initiatives (2018-2019) and associate dean for research and faculty development (2019-2020).

Postmus’ research has focused on the physical, sexual, and economic victimization of women. At Rutgers, she was the founder and director of the Center on Violence Against Women and Children (2007-2018), which works to eliminate physical, sexual, and other forms of violence against women and children — and the power imbalances that permit them — through multidisciplinary research, education, and community engagement.

Before her tenure at Rutgers, Postmus held appointments at the University of Kansas School of Social Welfare, the State University of New York (SUNY)-Albany School of Social Welfare, and The Union Institute in Miami, Fla.

In 2016, Postmus received a grant from the National Institute of Justice (NIJ), within the U.S. Department of Justice, to create the Rutgers Violence Against Women Research Consortium. The consortium works collaboratively with interdisciplinary researchers and NIJ research scientists to identify, implement, and disseminate research and evaluation projects that fill the gaps in our current knowledge on intimate partner violence, sexual violence, stalking, and teen dating violence.

Born and raised in Miami to immigrant parents, Postmus says she always wanted to help those who are oppressed based on race, gender, and class, and she sees her role as UMSSW dean as a return to those roots. She began working with at-risk youth and their families in Liberty City, Fla., an environment where racism and poverty were rampant and violence erupted in response in this disenfranchised community.

After earning her MSW degree from the Barry University School of Social Work in 1990, Postmus worked as a program director and associate director at Miami Bridge, a runaway and homeless youth shelter in Miami, and then as executive director of Domestic Abuse Shelter, Inc., in the Florida Keys. She received her PhD from SUNY-Albany School of Social Welfare in 2002.

Judy L. Postmus

Dr. Buskirk was promoted to University of Maryland, Baltimore (UMB) vice president, chief accountability officer, and institutional official for human subjects research in June 2020, after serving as deputy accountability officer since 2014. She also is the vice chair of the UMB President’s Council for Women, co-chaired the President’s Task Force on Sexual Harassment, and is a founding member of the UMBrella Group, which works to support the success of women at the University. 

Dr. Buskirk oversees UMB’s Office of Accountability and Compliance (OAC), which, guided by the University’s core values, seeks to foster a transparent culture that promotes accountability and compliance across the organization. OAC also is the home to programs that range from Title IX to research integrity.

Before transitioning to OAC, Dr. Buskirk developed and coordinated a multidisciplinary, Association for the Accreditation of Human Research Protection Programs (AAHRPP)-accredited program for the protection of individuals who participate in research studies, which consists of independent ethical protocol review, education and training of personnel, and oversight of clinical research in the form of monitoring and auditing clinical research studies.

She also is a site visitor for AAHRPP and a former member of the organization’s Council on Accreditation.

Dr. Buskirk has been instrumental in providing international outreach regarding education and training in human research protection. She holds a doctorate in management, a master’s in biotechnology, a bachelor’s degree in nursing, and is a certified compliance and ethics professional through the Society of Corporate Compliance and Ethics.

Dr. Buskirk also is an avid horsewoman and lives with her two rescue dogs and husband. 

Susan C. Buskirk

Mark A. Reynolds, DDS, PhD, MA, was appointed dean of the University of Maryland School of Dentistry in June 2014, following a national search.

Reynolds, a 1986 graduate of the school and a 1999 graduate of the University’s Graduate School, has served the School of Dentistry in a number of capacities during the last 22 years, including director of Advanced Dental Education Program in Periodontics and chair of the Department of Periodontics. Reynolds was named interim dean in 2013.

A distinguished academic dentist, Reynolds has published more than 150 peer-reviewed articles and sits on the editorial boards of several journals, including Clinical Advances in Periodontics, the International Journal of Periodontics and Restorative Dentistry, the Journal of Evidence-Based Dental Practice, and the Journal of Periodontal Research, and he serves on the peer review panel of the Journal of Periodontology. He has sat on and chaired many committees for distinguished organizations such as the American Academy of Periodontology and the American Association for Dental Research. He also has served as director and co-chair of the American Board of Periodontology.

Reynolds has participated in more than 20 [National Institutes of Health](/org/national-institutes-of-health) (NIH) study sections, serving as a regular member of the Skeletal Biology Development and Disease Study Section from 2006 to 2010. In 2017, he was appointed to a second four-year term as a voting member of the Food and Drug Administration’s Medical Devices Advisory Committee, Dental Products Panel; Reynolds currently serves as chair of the Dental Products Panel.

He has a 20-plus-year record of NIH funding, which began in 1992 when he earned a competitive five-year NIH Individual Dentist Scientist Award to support his residency and his PhD studies. His research focuses upon bone and periodontal regeneration. Reynolds received the American Academy of Periodontology R. Earl Robinson Periodontal Regeneration Award in 2004 and 2016. His research often has been multi-institutional, including collaborators at the NIH and other universities.

Reynolds earned his PhD in oral and experimental pathology from the University of Maryland Graduate School in 1999. In 1995, he earned a certificate in periodontics from the School of Dentistry, where he had earned his DDS in 1986. Reynolds also earned a master’s degree in community-clinical psychology in 1982, and a bachelor’s degree in psychology in 1978, both from the University of Maryland, Baltimore County.

Mark A. Reynolds

Natalie D. Eddington became dean of the University of Maryland School of Pharmacy in August 2007. Eddington, an alumna of the School, was formerly chair of its Department of Pharmaceutical Sciences.

Eddington graduated summa cum laude with a BS in pharmacy in 1982 from [Howard University](/org/howard-university). She earned her PhD from the University of Maryland School of Pharmacy in 1989 and, after working as assistant director of new drug development at Pfizer Inc., joined the faculty in 1991. She was appointed director of the School of Pharmacy’s Pharmacokinetics/Biopharmaceutics Laboratory in 1999, and became chair of the Department of Pharmaceutical Sciences in 2003. As chair, she guided the launch of the Center for Nanomedicine and Cellular Delivery, which brings together a collection of scientists to find new and better ways of providing pharmaceutical treatment. It is the School of Pharmacy’s first Organized Research Center.

Eddington is a nationally known expert in drug delivery and pharmacokinetics, the movement of drugs in the body. Her research focuses on cancer therapy and treatments for disorders of the central nervous system. Her work has been supported by funding from the [National Cancer Institute](/org/national-cancer-institute), the National Institute of Mental Health, the National Institute on Drug Abuse, the U.S. Food and Drug Administration, and the pharmaceutical industry.  

In 2014, she was named executive director of University Regional Partnerships at the University of Maryland, Baltimore (UMB), a position she assumes while maintaining her leadership of the School of Pharmacy. In this role, Eddington assists UMB’s senior vice presidents, working collaboratively with the deans, on issues related to the expansion of the University's academic and research programs in Montgomery and Prince George's counties.  



Natalie D. Eddington

Kevin P. Kelly has been chief government affairs officer at the University of Maryland, Baltimore (UMB) since November 2014 and was promoted from associate vice president to vice president in September 2020.

Kelly had led the Office of Government Affairs on an interim basis since January 2014 after the retirement of Barbara Klein, MPA, who served UMB for 17 years.

As chief government affairs officer, Kelly is responsible for developing and implementing UMB’s governmental and political engagement strategy with federal, state, and local elected officials, regulatory agencies, and key policymakers.

Reporting to Jennifer B. Litchman, MA, senior vice president for external relations and special assistant to the president, Kelly advises senior leadership on the impact of proposed legislation and determines appropriate responses, while working to enhance UMB’s reputation by identifying challenges and opportunities, developing targeted initiatives, and maintaining effective relationships and partnerships at the local, state, and federal levels.

A seasoned government affairs professional with more than two decades of city, state, and federal experience, Kelly joined UMB in 2012 as director of government affairs. Before his arrival, he was director of government relations and counsel at the lobbying firm Van Scoyoc Associates in Washington, D.C. Kelly also has held positions with the city of Baltimore’s Department of Transportation and in the office of U.S. Sen. Barbara Mikulski. He received his bachelor’s degree in political science from [Washington College](/org/washington-college) in Chestertown, Md., and a JD from the University of Baltimore. Kelly is a member of the Maryland State Bar.

Kevin P. Kelly

Peter J. Murray is the senior vice president for information technology and chief information officer (CIO) at the University of Maryland, Baltimore (UMB).

Murray has been with UMB 2002. He oversees the operations of the Center for Information Technology Services, which implements and supports academic and administrative technologies, including human resources, payroll, finance, email, research, and teaching and learning systems, as well as telecommunications, web application development, and the campus network infrastructure. Murray also is responsible for overseeing and coordinating campuswide information technology planning, including policies, committees, and the overall strategy for the University.

Before joining UMB, Murray was the vice provost for information technologies and chief information officer for [Catholic University of America](/org/catholic-university-of-america) in Washington, D.C. Murray was CIO at that university for nearly eight years.

From 1985 to 1992, he worked for the State University of New York (SUNY) at the Central Administration headquarters. There he was responsible for managing information systems and research projects for the 64 colleges and universities in the SUNY system.

He holds a PhD in educational administration and policy studies from the University at Albany, SUNY, a certificate of advanced standing from the University at Albany, and a master’s of science from SUNY Plattsburgh. Murray received his bachelor of arts in economics from [Middlebury College](/org/middlebury-college).

Peter J. Murray

James L. Hughes is responsible for the University of Maryland, Baltimore’s (UMB) Office of Research and Development, the chief administrative unit and catalyst for advancing research, technology commercialization, and economic development at the University. Hughes also serves as president of the UMB Health Science Research Park Corporation, the management operation for the 14-acre University of Maryland BioPark.

Before joining UMB in 2001, Hughes worked for the Maryland Department of Business and Economic Development (DBED) for six years, most recently as director of technology and international business. Before working at DBED, he was executive director of the World Trade Center Institute, a public-private partnership dedicated to expanding international trade and investment.

Hughes is a director of several nonprofit corporations, including Lexington Market, Maryland Global Initiatives Corporation, the Maryland/Israel Development Center, and the BioPark. He has an MBA from the Columbia Business School and a BA from [Davidson College](/org/davidson-college).

James L. Hughes

Stephen N. Davis was named the University of Maryland, Baltimore's (UMB) first vice president of clinical translational science in February 2017, expanding on his previous roles at the University.

He is the Dr. Theodore E. Woodward Chair of the Department of Medicine in the School of Medicine, a founding member of the UMB Clinical Translational Sciences Institute, and since 2010 he has served as director of the General Clinical Research Center, which provides vital resources to UMB’s entire clinical research community. As director, he has grown the center’s research base, increasing the number and scope of projects sponsored by federal agencies and corporations alike.

As vice president, Davis is spearheading UMB’s collaboration with Johns Hopkins University in competing for the prestigious National Institutes of Health Clinical and Translational Science Award. This grant provides much-needed infrastructure support to build an outstanding clinical research program and generate breakthroughs in translational process.

An internationally recognized endocrinologist and research scientist, Davis chairs the School of Medicine’s largest department, with more than 300 full-time faculty members of physicians and scientists. He has devoted his career to treating adults with diabetes and metabolic disorders as well as studying the biological basis of certain diabetes-related complications.

Davis currently leads research projects totaling $10 million as principal investigator for the Davis research laboratory. He has identified promising new treatments and interventions that counteract these mechanisms and stimulate the body’s ability to defend itself against hypoglycemia. He also explores the mechanisms that cause increased heart attacks and strokes in diabetic patients.

Born in the United Kingdom, Davis has been recognized with many distinguished awards throughout his career, including the Novartis Award for Diabetes Research, considered the highest honor in that field of research. He has published nearly 200 articles, reviews, and textbook chapters in premier scientific journals.

Stephen N. Davis

Dawn Rhodes has more than 35 years of experience in finance and operations, including 27 in higher education.

Rhodes serves as senior vice president and chief business and finance officer (CBFO) at the University of Maryland, Baltimore (UMB). UMB is Maryland’s public health, law, and human services university, dedicated to excellence in education, research, clinical care, and public service. In her role, she oversees UMB's $1.3 billion budget.

Prior to coming to UMB, Rhodes served as the vice chancellor for finance and administration for [IUPUI](/org/indiana-university-purdue-university-indianapolis), an urban public research institution and a core campus of [Indiana University](/org/indiana-university). She had spent nearly 15 years at the [University of Toledo](/org/university-of-toledo), holding several executive leadership positions. For a period between 1998 and 2000, Rhodes served as the vice president for business and finance at Savannah State University, an HBCU.

Several achievements have distinguished her career. Since joining UMB in 2016, she has brought transparency to university finances, launched a revitalized Live Near Your Work Program, created a Department of Emergency Management, and hired the first female police chief for UMB. Other career achievements include creating a blue-ribbon customer service program known as Service with Distinction, leading a transformative hotel conversion project that included bringing 15 new classrooms online, 560 additional residence hall beds, and the campus’ first-ever dining hall facility. She created an Office of Intergroup Dialogue and Civil Community, an office to support the conversation and activities of diversity and inclusion and to facilitate civil discourse across campus.

Rhodes believes in giving back to higher education. She has served on the Central Association of College and University Business Officers’ Board of Directors as second vice president, president, past president, and second past president. She also served eight years as a member of the [National Association of College and University Business Officers](/org/national-association-of-college-and-university-business-officers)’ (NACUBO) Board of Directors. During her tenure, she served as chair of the ad hoc committee on Next Generation Business Officers, as a member of the ad hoc committee on Identifying and Disseminating Effective Analytics, and on the Finance and Audit Committee. She has been a faculty member at NACUBO annual meetings and an author for NACUBO’s Business Officer magazine. She currently serves on the board of Higher Education Research Services.

Dawn M. Rhodes

Scott Bitner was promoted to the position of University of Maryland, Baltimore (UMB) vice president for finance and auxiliary services and deputy chief financial officer (CFO) in March 2022. He has worked at UMB since 2012 and has more than 30 years of financial leadership experience.

Bitner’s units of responsibility include Sponsored Projects Accounting and Compliance (SPAC); Budget and Financial Analysis; Central Administrative Support Services (CASS); Office of the Controller (OOTC); Business Applications; Change Management and Advisory Services (CMAS); Strategic Sourcing and Acquisition Services (SSAS); Parking and Transportation Services (PTS); and the Donaldson Brown Riverfront Event Center.

Bitner was UMB’s associate vice president of budget and finance from August 2012 to September 2018, when he was named senior associate vice president of finance and auxiliary services and deputy CFO. He also served as interim chief financial officer from November 2015 to July 2016. He assumed responsibility for SSAS in September 2018 and Auxiliary Services, which includes PTS and Donaldson Brown, in June 2019.

Bitner, who co-chairs the UMB Funding Model Workgroup, also was co-executive sponsor of the team that oversaw the two-year planning process, overhaul, and implementation of UMB’s financial and reporting system, Quantum Financials.

Before joining UMB, Bitner worked as vice president of finance and CFO of Ultra Electronics-Criticom in Lanham, Md., from 2008 to 2012, and was a financial planning and analysis manager for Honeywell Technology Solutions in Columbia, Md., from 2007 to 2008. From 1992 to 2007, he worked for the Johns Hopkins University Applied Physics Laboratory in Laurel, Md., starting as a staff accountant and working his way up to group supervisor of accounting and finance (controller). He started his professional career in 1990 as a senior accountant for KPMG International in Baltimore.

Bitner earned a bachelor’s degree in accounting from Penn State University and a Master of Business Administration degree from Loyola University Maryland. He also holds a certificate in government contracting from George Washington University and is a certified public accountant in the state of Maryland. He participated in the National Association of College and University Business Officers’ fellows program in 2017-2018 and the UMB President’s University Leadership Program in 2019-2020.

Scott Bitner

Alana Kyriakakis is acting general counsel for the University of Maryland, Baltimore (UMB), assuming the role in August 2022. She has been the University’s labor and employment attorney since 2014. Kyriakakis advises on all aspects of faculty and staff personnel matters across UMB’s six professionals schools, the Graduate School, and central administration. She regularly provides training and education to leaders and professional organizations, and she has provided guest lectures at the University of Maryland Francis King Carey School of Law on the role of in-house employment lawyers.

Because of her expertise, Kyriakakis was asked to join UMB’s Crisis Management Advisory Group throughout the COVID-19 pandemic, advising University leadership on the many employment law considerations presented by the crisis. Based on her contributions, she was nominated by UMB leadership and honored in the 2020-2021 “On the Front Lines: UMB Champions of Excellence” campaign.

Before joining UMB, Kyriakakis practiced law for 10 years in Georgia, where she began her career as an employment law litigator in private practice and a special assistant attorney general representing public entities and higher education institutions in complex discrimination and employment litigation. After leaving private practice, she began her career as a university attorney working for institutions in the University System of Georgia. Her experience included representation of the state’s designated health sciences university and its only public medical school and as the general counsel for a small undergraduate university.

Kyriakakis received a bachelor’s degree in communication from the University of Oklahoma in 1997 with a minor in classical Greek. She earned her law degree from the University of South Carolina in 2004.



Alana Kyriakakis

Renée McDonald Hutchins became dean of the University of Maryland Francis King Carey School of Law in August 2022, rejoining the school after serving for three years as dean and professor of law at the University of the District of Columbia’s David A. Clarke School of Law (UDC Law).

Hutchins joined UDC Law as dean in April 2019 after 14 years on the Maryland Carey Law faculty, including serving as the Jacob A. France Professor of Public Interest Law, co-director of the Clinical Law Program, and founding director of the Appellate and Post-Conviction Advocacy Clinic.

Hutchins is a leading expert on the Fourth Amendment and criminal appellate practice. Her legal scholarship, which sits at the intersection of criminal procedure and social science, has been published in leading law journals and been cited by numerous U.S. Courts of Appeals and state appellate courts.

She authored the casebook “Developing Professional Skills: Criminal Procedure” and was co-author of the casebook “Learning Criminal Procedure.” She also has written about racial profiling and the practice of stop-and-frisk, has a long record of supporting faculty scholarship, and has provided legal analysis and insight for media outlets such as MSNBC, Voice of America, and C-SPAN.

In 2015, in the wake of Freddie Gray’s death while in Baltimore Police Department custody, Hutchins was instrumental in creating “Freddie Gray’s Baltimore: Past, Present, and Moving Forward,” an innovative eight-week practicum that brought law school professors, elected officials, and civic leaders together with law and social work students to explore the broader historic context that created the West Baltimore community where Gray lived and died. 

In 2017, Hutchins was elected to the prestigious American Law Institute, a national association of distinguished lawyers, judges, and academics that works to clarify and improve the law through the publication of restatements of the law and model codes. She is highly engaged in practice due to her extensive experience spanning federal and state courts across the nation, including the high courts of Maryland and New York, and is serving her third four-year term on Maryland’s Appellate Courts Judicial Nominating Commission.

Hutchins earned a bachelor’s degree in mathematics from Spelman College, America’s oldest historically black liberal arts college for women. She went on to receive her JD from Yale Law School, where she was chair of the Moot Court Board of Directors, and then clerked for Nathaniel R. Jones of the U.S. Court of Appeals for the 6th Circuit.



Renée Mcdonald Hutchins

Gregory F. Ball, PhD, was named vice president for research, overseeing the joint research enterprise of the University of Maryland, Baltimore (UMB) and the University of Maryland, College Park (UMCP), in early 2022.

From 2014 to 2022, Ball served as dean of UMCP’s College of Behavioral and Social Sciences, a large and academically complex college with more than 5,000 undergraduate students and more than 800 master’s and doctoral students across 10 departments and multiple centers. Ball prioritized diversity and inclusion in faculty and staff hiring during his tenure as dean. He also focused on modernizing research training and expanding experiential learning opportunities and career preparation services for all students in the college.

Throughout his deanship, Ball maintained an active research lab in UMCP’s Department of Psychology. His research examines seasonal changes in the brains and behavior of songbirds to understand how hormones and external environmental stimuli affect behavior. A highly accomplished scientist, Ball has amassed more than 200 research publications and continues to receive research grant support from the National Institutes of Health.

Before joining UMCP, Ball was a faculty member in the Johns Hopkins University’s (JHU) Department of Psychological and Brain Sciences for 23 years. He also served as the Krieger School of Arts and Sciences’ dean of research and graduate education from 2008 to 2010. At JHU, he held joint appointments in the Bloomberg School of Public Health’s Department of Biochemistry and Molecular Biology and its Division of Reproductive Biology as well as in the School of Medicine’s Department of Neuroscience.

Ball earned a bachelor’s degree in psychology from Columbia University and a PhD in psychobiology from the Institute of Animal Behavior at Rutgers University. He completed his postdoctoral work in comparative neuroendocrinology and ethology at Rockefeller University. He also has held faculty appointments at Rockefeller and Boston College.

Gregory F. Ball

Dr. Ward was named provost and executive vice president of the University of Maryland, Baltimore (UMB) in October 2021 after serving in interim roles since January 2020, when he also was named dean of the Graduate School.

These are the latest in a series of upward moves for Dr. Ward at UMB. He was promoted to senior vice president for operations and institutional effectiveness in January 2018. In that role , he served as UMB’s chief operating officer, directing a portfolio of departments and initiatives that promote institutional effectiveness and assure accountability including human resources, strategic planning, enterprise risk management, and institutional accreditation. In addition, he oversaw areas that promote University compliance and transparency, including the offices of research integrity, conflict of interest, human research protections, and education and equal access. On the academic side, Ward is dean of the Graduate School after serving as vice dean, where he had responsibility for building an array of graduate programs that are self-sustaining and responsive to evolving needs of the health and human services workforce in the state.

Dr. Ward joined UMB in March 2009 as the associate vice president for academic and student affairs. He served as chief academic officer and interim dean of the Graduate School during the 2011-2012 academic year. In June 2012, Dr. Ward was named UMB’s first chief accountability officer and was promoted to vice president for academic affairs in October 2013 and to vice president of operations and planning in June 2015. He served as interim chief human resources officer from October 2014 to November 2015. Before joining UMB, Dr. Ward served as assistant vice president for student affairs at the New School in New York City and also held senior administrative positions in the [City University of New York](/org/city-university-of-new-york) system.

Dr. Ward holds an associate’s degree in data processing/computer programming from Kingsborough Community College, a bachelor’s degree in government and a master’s in public administration, both from John Jay College of Criminal Justice. He holds two law degrees: a Doctor of Law degree from New York Law School, and a Master of Science in Law (cybersecurity law) from the Francis King Carey School of Law at UMB. Dr. Ward also holds a Doctor of Education degree (with distinction) in higher education management from the University of Pennsylvania. Dr. Ward has been teaching on-site, online, and in a blended environment since 2004 and has taught graduate courses in ethics, the history of higher education, leadership and organizational behavior, legal issues in higher education policy, and cybersecurity policy, among others.

Roger J. Ward

Diane Forbes Berthoud, PhD, MA, is the University of Maryland, Baltimore’s (UMB) first chief equity, diversity, and inclusion officer and vice president (CEDIO/VP), assuming the role July 1, 2021.

As CEDIO/VP, she reports directly to UMB’s president and works to steward the University’s commitment to equity, diversity, and inclusion (EDI), catalyze the institutional change necessary for deepening and strengthening that commitment, and design and operationalize a transparent accountability framework to measure and evaluate the impact and effectiveness of UMB’s EDI initiatives at every level of the institution. She also works closely with the provost and other senior University officials on the development of a strategic action plan that will leverage current efforts and create a sustainable infrastructure that affects every aspect and every level of UMB.

Before joining UMB, Forbes Berthoud held several key positions for the University of California, San Diego (UCSD) from 2011 to 2021, most recently associate vice chancellor for equity, diversity, and inclusion. In that role, she led the management of the university’s first Strategic Plan for Inclusive Excellence, directed central aspects of an accountability process involving senior leadership, provided leadership in developing accountability data dashboards to track key metrics, and oversaw the creation of an equity, diversity, and inclusion best practices resource and diversity strategic planning toolkit to guide the planning and implementation processes.

Before that, Forbes Berthoud oversaw academic planning, strategic planning, and implementation as an academic director and lecturer of UCSD’s 4,000-student Sixth College. She served on the Chancellor’s Committee on the Status of Women, developed and enhanced the global education program, and was honored with a UCSD diversity award for outstanding efforts in advancing the school’s academic and institutional EDI goals.

Forbes Berthoud also was a founding faculty member of the RISE San Diego Urban Leadership Fellows Program, a partnership with the University of San Diego to advance leadership and workforce development and civic engagement, and she was recognized as a 2020 San Diego Woman of Distinction by San Diego Woman Magazine for her contributions to higher education, the community, and society.

Forbes Berthoud has considerable history in the Baltimore-Washington, D.C., region, serving as an affiliate faculty at George Washington University; visiting professor at George Mason University; lecturer and doctoral fellow at Howard University; senior fellow at the University of Maryland, College Park; and associate professor and chair in the Department of Communication at Trinity Washington University. She has also served as an organization development consultant with Montgomery County (Md.) Government, the American Psychological Association, and Ombudsperson at the U.S. Capitol.

Forbes Berthoud earned PhD and MA degrees in Organizational Communication and Social Psychology from Howard University, and a BA in Communication and a certificate in Spanish Translation and Interpretation from Barry University. She holds a management certificate from the University of California, a certificate in mediation from the National Center for Conflict Resolution, and is a graduate of the UC-Coro Systemwide Leadership Program.

Diane Forbes Berthoud

Dr. Lilly is a leader, educator, and scholar practitioner who has forged a diverse career in health care and academia and is currently the vice provost of academic and student affairs and the vice dean of the Graduate School at the University of Maryland, Baltimore (UMB).

As vice provost, he oversees the Division of Student Affairs, which is composed of the SMC Campus Center; Campus Life Services; UMB Writing Center; Educational Support and Disability Services; Recreation, Fitness, and Wellness Center; Student Counseling Center; Intercultural Leadership and Engagement Center; Student Health Center; and UMB Housing. Dr. Lilly provides leadership in academic affairs to the Center for Global Engagement, which supports faculty and students who are interested in global education opportunities. Additionally, he is responsible for the Faculty Center for Teaching and Learning, a central resource for faculty to promote evidence-based teaching, learning, assessment, and evaluation practices as well as support for online learning.

As vice dean of the Graduate School, Dr. Lilly facilitates initiatives in new degree development, international partnerships, social and health innovation, student recruitment and marketing, and online learning. He provides leadership to the faculty who direct, instruct, and provide mentorship to students in more than 50 master’s and doctoral degree programs.

A gerontologist, Dr. Lilly leads the Geriatrics and Gerontology Research and Education program, an interprofessional initiative designed to enhance health professional training for those serving aging populations. Additionally, he provides executive leadership to the Grid (Graduate Research Innovation District), an innovation space where students, entrepreneurs, faculty, and staff connect to create ideas for business development and implementation. Dr. Lilly enjoys creating new ventures from the ground up through creative strategic thinking and entrepreneurism.

Dr. Lilly has worked in the health care industry in executive leadership roles in which his interests have been in health care quality improvement, access to care, chronic disease management, and service delivery to aging populations. He has a BS degree in biology, an MPH in epidemiology, an MA in applied sociology, and a PhD in gerontology. He remains active in continuing education and recently completed a postbaccalaureate certificate in intercultural leadership and a certificate in Harvard University’s Higher Education Leadership and Management program.

Dr. Lilly is a committed educator with award-winning recognition for teaching excellence and innovation in the classroom. He teaches courses on the psychology of aging, sociology of aging, and clinical epidemiology. His primary research interests are in aging populations with a focus on health care improvement and mental health care. He also engages in scholarship aimed at improving mental health services for college students, and he has authored and co-authored peer-reviewed articles in highly regarded research journals.

Flavius R.W. Lilly

Jennifer B. Litchman was named senior vice president for external relations on Jan. 5, 2018, expanding her previous duties at the University of Maryland, Baltimore (UMB). In this role, Litchman fulfills a wide breadth of responsibilities, overseeing communications and public affairs, government relations, and community engagement in addition to her duties as chief of staff and special assistant to UMB President Bruce E. Jarrell, MD, FACS.

Litchman received a Bachelor of Arts degree from the [University of South Carolina](/org/university-of-south-carolina) and a master’s degree in public communication from [American University](/org/american-university). After six years on Capitol Hill working for the National Republican Congressional Committee and then in the House of Representatives, Litchman left government service for the Business Roundtable, a nonprofit public policy organization of CEOs of the Fortune 200, where she was public information manager. A highlight of her time at the Business Roundtable was planning and implementing a national media launch for a public service advertising campaign featuring Major League Baseball stars at Camden Yards with former Baltimore Oriole Cal Ripken Jr. and then- President Bill Clinton.

Litchman came to UMB in 1999 as director of public affairs at the School of Medicine, to establish the Office of Public Affairs. In 2002, she was promoted to assistant dean with responsibility for strategic planning, crisis communications, public relations, media relations, community relations, government relations, marketing, advertising, publications, photographic arts, special projects and events, and web content and social media for the School of Medicine.

Litchman was named special assistant to the president of UMB in January 2011, and was named interim chief communications officer (CCO) and vice president (VP) in August of the same year. She assumed the role of CCO and VP in August 2012. In this role, Litchman is responsible for internal and external communications, crisis communications, branding and marketing, media relations, social media, publications and editorial, special events, and web development functions for the University. The Office of Government Affairs began reporting to her in June 2015 and the Office of Community Engagement followed suit in November 2015. She was named senior vice president for external relations in January 2018.  As special assistant to the president, Litchman functions as the president’s chief of staff and principal executive on various president’s initiatives and advises the president on reputation management and enhancement, outreach, and communications strategies.

Litchman lives in Annapolis with her husband, Jonathan, and their two children, Jack and Jiselle “MeMe,” a pug named Cocoa and a pandemic kitten named Daisy SweetPea.

Originally from Ames, Iowa, she and her 10 best childhood friends are the subjects of the nonfiction book The Girls from Ames by Jeffrey Zaslow, which spent more than six months on The New York Times best-seller list, reaching a high of No. 3. She is a member of the Board of Directors of Port Discovery Children’s Museum and Everyman Theatre, and a member of the Women’s Leadership Advisory Board of the Ronald McDonald House Charities of Baltimore. Litchman was named one of Maryland’s “Top 100 Women” by The Daily Record in 2016 and is a member of the Leadership Maryland Class of 2017.

Jennifer B. Litchman

Dr. Jane M. Kirschling was appointed dean of the University of Maryland School of Nursing (UMSON) and director of interprofessional education at the University of Maryland, Baltimore in January 2013. She previously held administrative and faculty positions at the [University of Kentucky](/org/university-of-kentucky), University of Southern Maine, [University of Rochester](/org/university-of-rochester), and [Oregon Health & Science University](/org/oregon-health-science-university).

Dean Kirschling’s clinical expertise is in mental health nursing with a focus on end-of-life care. Early in her career, Dean Kirschling’s research centered on assisting families through the process of providing care for a terminally ill loved one and through the grieving process after death. For two decades, she has focused on workforce development.

At the national level, Dean Kirschling served on the American Association of Colleges of Nursing (AACN) Board of Directors from 2003-14, including serving as president from 2012-14. She currently serves as a member of the Advisory Committee for AACN’s Foundation for Academic Nursing, the organization’s fundraising entity. She founded the Kentucky Nursing Capacity Consortium and co-convened Kentucky’s Action Coalition to implement the Institute of Medicine’s (IOM) recommendations from its 2010 report on the Future of Nursing. Dean Kirschling currently serves as co-convener of the Maryland Action Coalition, which is implementing the IOM recommendations in Maryland.

While at the [University of Kentucky](/org/university-of-kentucky), Dean Kirschling served on the Board of Directors of the Center for Interprofessional Health Care Education, Research and Practice. She represented AACN on the Expert Panel that developed the Core Competencies for Interprofessional Collaborative Practice, sponsored by the Interprofessional Education Collaborative.

Throughout her career, Dean Kirschling has received numerous awards for her accomplishments, including the Beth Wessinger Award from the Oregon Hospice Association in 1995, the Organization of Maine Nurse Executives Leadership Achievement Award in 2003, the Agnes E. Flaherty Leadership Award from the American Nurses Association-Maine in 2006, and the Hospice and Palliative Nurses Association’s Leading the Way Award in 2013. Dean Kirschling received the Kentucky Nurses Association’s Nurse of the Year Award in 2010. In 2018, she received the Sister Bernadette Arminger Award from AACN and in 2019 the University of Maryland Medical Center recognized her with the Nursing Colleague Award.

Dean Kirschling is an alumna of Leadership Maryland (2015), the AACN-Wharton Executive Leadership Fellows Program (2013), and the Robert Wood Johnson Foundation Nurse Executive Fellows Program (2000-03). She was inducted as a Fellow in the American Academy of Nursing in 2009.

Dean Kirschling received her Bachelor of Science in Nursing degree from Viterbo College in LaCrosse, Wisconsin, for which she currently serves on the Board of Trustees. She earned her Master of Science in Nursing and PhD degrees from the Indiana University School of Nursing.
