Julia Dicum

Julia Dicum has a diverse work experience in various organizations. Julia started their career as a Senior Policy Analyst at CIDA in 2007, responsible for analyzing and developing strategic policy documents on education. Julia then worked as a First Secretary at the Representative Office of Canada in Ramallah from 2010 to 2012, where they were responsible for monitoring humanitarian assistance and refugees programming.

Julia then joined the Canadian International Development Agency (CIDA) as an A/Team Leader for Education from 2012 to 2013. Julia later worked at the Department of Foreign Affairs Trade and Development as a Team Leader for Education from 2013 to 2014, where they provided policy analysis and advice on education and children and youth issues.

Julia then joined Global Affairs Canada as a Deputy Director of Education from 2014 to 2020, where they focused on advancing departmental support to education goals. Julia also worked as a Deputy Director, Middle East Strategy at Global Affairs Canada from 2020 to 2021.

In 2021, Julia joined SSHRC-CRSH as a Director of Research Training Portfolio, where they managed the research training portfolio. Currently, they are working at UNRWA as a Director of Education, a role they started in May 2023.

Throughout their career, Julia has demonstrated expertise in education, policy analysis, and international development.

Julia Dicum's education history includes obtaining a PhD in Comparative International Development Education from the Ontario Institute for Studies in Education of the University of Toronto from 2002 to 2008. Prior to that, they pursued an Advanced Certificate in Teaching English to Speakers of Other Languages from the University of Leicester from 1996 to 1997. In 1993 to 1994, they completed an M.A. in Area Studies of the Near and Middle East at SOAS University of London. In 1992 to 1993, Julia acquired a Certificate of Arabic Language from The American University in Cairo. Julia began their higher education journey by completing a B.A. in Political Science and Modern Middle Eastern History from the University of Toronto - University of Trinity College from 1988 to 1992. Julia Dicum's earliest educational experience was at Havergal College, where they attended from 1980 to 1988, though the specific degree or field of study pursued at that time is unknown.
