David Smith-Watts

David Smith-Watts is an experienced Attorney-Advisor at the US Environmental Protection Agency (EPA) since August 2008, serving as the national point of contact for legal, policy, and financial issues related to civil penalty assessments within the Office of Civil Enforcement. Smith-Watts has also worked in RCRA and Superfund enforcement within the Waste and Chemical Enforcement Division and the Office of Site Remediation Enforcement, respectively. Prior experience includes roles as a research assistant at the University of Toledo College of Law, as well as law clerk positions at the Ohio Attorney General's Office, U.S. Environmental Protection Agency, Sixth District Court of Appeals of Ohio, Legal Aid of the Bluegrass, and Lucas County Probate Court. Smith-Watts holds a Doctor of Law (J.D.) with a focus on Environmental Law from The University of Toledo College of Law and a Bachelor of Arts in Philosophy, Political Science, and Economics from Denison University.
