Rachel Houge

Rachel Houge has extensive experience in environmental policy and program analysis, currently serving as a Program Analyst at the US Environmental Protection Agency (EPA) since March 2007, specializing in the Gulf of Mexico Drainage Basin. Rachel formulates recommendations for the expansion and modification of Gulf Management Plan (GMP) programs and develops policies based on program evaluations. Previously, Rachel worked as a budget formulation analyst for various high-profile research programs at the EPA, managing a portfolio valued at $158 million. Prior experience includes roles as Program Coordinator at Transplants for Children, Community Health Educator with the Peace Corps in Bolivia, and Assistant Manager at Pier 1 Imports. Rachel holds a Master of Science in Environmental Science and Policy from The Johns Hopkins University and a Bachelor of Arts in Anthropology from Texas State University.
