Margot Conrad is the Executive Director of the Chief Human Capital Officers (CHCO) Council and Senior Advisor to the Director of the Office of Personnel Management under the Biden-Harris Administration.
In this capacity, she oversees the CHCO Council and works with human capital leaders from across the federal government on the development and implementation of human capital strategies and policies. She also advises the OPM Director on topics related to protecting the workforce during COVID-19, planning for the “future of work”, the revitalization of the national security workforce and federal recruiting and hiring, and collaborates with external stakeholders on these important issues.
Prior to serving at OPM, Margot spent the last 15 years at the Partnership for Public Service, a nonprofit organization focused on making the federal government more efficient and effective. Most recently she served as Director for Government Affairs and previously led the Federal Recruiting and Hiring Programs team. Margot also spent time at the White House Office of Management and Budget on a detail during the Obama-Biden administration.
Margot is a graduate of Wellesley College. She also holds a master’s degree in Regional and Urban Planning Studies from the London School of Economics.
