Troy Blackwell Jr. currently serves as the Deputy Chief Communications Officer at both the USPTO and the U.S. Department of Commerce since June 2024. In addition, Troy holds a key role in the Google x PRWeek Public Relations Changemaker's Advisory Council and serves as Vice Chairman of the Diversity Action Alliance. As the Head of Communications for Out In National Security, Troy also acted as the National Campaign Manager for the Combined Federal Campaign during 2024-2025. Previous experience includes a tenure at The White House as a Cabinet Agency Designee and Council Member, as well as serving as Chief Spokesperson and Director of the Office of Press Relations for the Peace Corps. Troy's leadership extends to being the Chairman and CEO of Big Apple Performing Arts, and involvement in the Harris for President campaign. Educational qualifications include a Master of Science in Strategic Communications from Columbia University and various other credentials, including a Diploma in Spanish studies and a Certificate in Sustainable Development.
