Carrie Butler serves as the Executive Director of the Utah Public Health Association since September 2021 and is the Owner of Upstream Consulting, a firm dedicated to advancing health policy in Utah. Prior experience includes the role of Policy Director at Action Utah, where responsibilities involved engaging with legislators and community advocates, managing policy initiatives, and overseeing legislative messaging. Carrie also worked as the Epidemiology Field Coordinator at the Utah Public Health Laboratory, coordinating a CDC-funded biomonitoring program. Earlier in the career, Carrie was a Graduate Research Assistant at Huntsman Cancer Institute, contributing to published research on diet and head and neck cancer. Educational credentials include a Master of Public Policy and a Master of Public Health, both from the University of Utah, along with a Bachelor's degree in Health, Society, and Policy.
