Emma Harrigan serves as the Vice President of Policy at the Vermont Association of Hospitals and Health Systems since October 2018, where responsibilities include leadership on mental health policy, evaluation, development, emergency management, and data analysis. Prior to this role, Emma held the position of Director of Policy Analysis and Development with the same organization. Previously, Emma worked for the State of Vermont from November 2011 to October 2018, first as Director of Quality and Accountability, overseeing mental health service quality assurance and improvement, and earlier as Chief of Research and Statistics, where management of data for policy development and quality care projects was key. Emma began a career in mental health analysis, contributing vital data to government workgroups. Emma holds a B.S. in Psychological and Social Sciences from Schreyer Honors College at Penn State and an M.S. in Psychology from Shippensburg University of Pennsylvania.
