Franck Soulignac currently serves as the 1er Vice-Président du Conseil Départemental de la Drôme and Conseiller départemental de la Drôme since January 2016. In addition, Franck holds the position of Adjoint au Maire responsible for Urbanisme, foncier, patrimoine bâti et historique in the Ville de Valence since March 2014, and has also served as Vice-President at Valence Romans Agglo with a focus on relations with communes, communication, and user relations since January 2017. Franck's previous experience includes Director of Cabinet at both COMMUNE DE GUILHERAND GRANGES and Ville de Valence, and Chargé de mission at EDF. Franck's educational background includes a DESS in Economie de l'aménagement from University of Paris I: Panthéon-Sorbonne and multiple degrees in Urbanisme from the Institut d'Urbanisme de Grenoble - Université Grenoble Alpes.
