Jay Carroll

Jay Carroll is a seasoned civil engineer with extensive experience in roadway infrastructure and project management. Currently serving as a Project Manager/Senior Engineer at VHB since November 2022, Jay works on roadway projects for local and state government agencies in Massachusetts, as well as offsite mitigation for private developments. Prior to this role, Jay was a Roadway Project Manager for the City of Salem, overseeing municipal sidewalk and roadway projects funded through various state programs. Jay has also held positions as a Senior Civil Engineer at Howard Stein Hudson, a Civil Engineer at HDR, and a Staff Engineer at multiple firms, gaining a diverse background in both public and private sector projects. Jay holds a Bachelor of Science degree in Civil Engineering from the University of Miami.
