Walter J. Balcer

Walter J. Balcer has a diverse and extensive work experience in the oil, gas, and energy industries. Throughout their career, they have held various high-level positions in different companies. Starting in 1978, they worked at Kiewit as the Director of Projects/Vice President, overseeing infrastructure and module fabrication projects. Later, they joined TIC The Industrial Company as the Vice President of Corporate Project Development, where they developed corporate business and strategic marketing plans. Walter J. then moved to Black & Veatch as the Vice President of Sales and Marketing, leading sales, strategic planning, and business development efforts. Balcer also served as the President of Partagas Management Services, managing all aspects of an IPP energy firm. At Habboush Group, they worked as the Senior Vice President of Corporate Strategy and Planning, focusing on the energy and infrastructure sectors. Balcer then joined Aspac Energy/Interasia Capital as the Executive Vice President, providing advisory services for coal and gas assets. Finally, they became the Managing Director, Global Oil & Gas/Petrochemical at Veolia Water & Technologies, where they maintained relationships with key clients and served as the primary contact for major accounts. Throughout their career, Balcer has consistently demonstrated strong leadership, negotiation skills, and an ability to drive business growth.

Walter J. Balcer obtained a B.S. degree in Civil Engineering from the University of Pennsylvania. Walter J. also has a certification in Toastmasters.
