Rick Umoff

Rick Umoff serves as the Director of Government and Regulatory Affairs at Vineyard Offshore, overseeing initiatives related to offshore wind development on the US West Coast. Previously, Rick held various leadership roles at the Solar Energy Industries Association, including Senior Director and Counsel for State Affairs, where efforts were concentrated on advancing solar markets across multiple regions and influencing key legislation in California. Rick's extensive experience includes regulatory work at the California Public Utilities Commission and legal internships focused on environmental and energy law. Rick holds a J.D. from the University of San Francisco and a B.A. in Philosophy from the University of California, Santa Cruz.
