Quan Kirk

Quan Kirk has extensive experience in legal counsel within the lottery sector, currently serving as Deputy General Counsel at the Virginia Lottery since September 2020. Prior to this role, Quan Kirk was General Counsel for the North Carolina Education Lottery from September 2007 to September 2020, overseeing legal affairs and participating in strategic planning. Quan Kirk also held the position of Chief Legal Counsel at the Ohio Lottery Commission from August 2003 to September 2007, managing legal functions and assisting with marketing initiatives. Earlier, Quan Kirk worked as a Legal Consultant for The Garland Company, Inc. from November 1998 to December 2013, focusing on contract drafting and legal research. Academic credentials include a law degree from Cleveland State University - Cleveland-Marshall College of Law and a Bachelor of Arts in Political Science from Purdue University.
