Carol Flores

Implentation Lead: Disaster Suite Tools at VisionLink

Carol Flores has extensive experience in disaster management and non-profit organizations. Carol is currently working as an Implementation Lead for Disaster Suite Tools at Visionlink Software & Consulting. Prior to this, they served as a Software Training Lead at Avantus Federal.

From 2017 to 2021, Carol worked at the National Voluntary Organizations Active in Disaster, where they held various roles. Carol served as the Texas Disaster Case Management Program Director, leading a consortium of non-profit organizations in implementing the FEMA-funded program for Hurricane Harvey in Texas. Carol also served as the Design Team Lead for the Hurricanes Harvey & Maria Disaster Case Management Project.

Before that, Carol worked at Interfaith Ministries for Greater Houston from 2012 to 2017. Carol held the position of Interfaith Relations Manager, overseeing programs and partnerships. Carol successfully managed the planning of a day of service involving multiple non-profit partners and engaged youth from across the Houston area. Carol also served as the Manager of the Office of Disaster Preparedness and Response, where they coordinated efforts to address the issue of child migrants and raised funds to support agencies working with this population.

Carol's experience also includes serving as the Chair of the Texas Gulf Coast Regional Voluntary Organizations Active in Disaster from 2014 to 2015. Carol facilitated collaboration among non-profit organizations working in disaster response and coordinated their efforts in the region.

Prior to that, they worked as the Director of Compliance and Reporting at Technology for All/Texas Connects Coalition, where they improved program compliance and reporting across multiple sites. Carol also served as the Vice Chair of the Texas Gulf Coast Regional Voluntary Organizations Active in Disaster from 2010 to 2011.

In addition, Carol has experience with Lutheran Social Services Disaster Response and Lutheran Social Services of the South, where they held roles related to disaster preparedness, monitoring, and evaluation. Carol also served as the President of the Covenant Lutheran Church Council.

Overall, Carol Flores has a proven track record in disaster management, program implementation, coordination, and non-profit leadership.

Carol Flores obtained a Bachelor of Arts degree in Church Music from Texas Lutheran University, where they studied from 1989 to 1993. Later, they pursued further education at the University of Houston and completed a Master of Education degree in Counseling from 2005 to 2007.
