Kate Boulton

Senior Legal Technical Advisor at Vital Strategies

Kate Boulton is a seasoned legal professional with extensive experience in public health and advocacy, currently serving as a Senior Legal Technical Advisor at Vital Strategies since December 2018, focusing on legal and regulatory barriers in overdose prevention. Prior experience includes serving as a Staff Attorney at The Center for HIV Law and Policy, where Kate advanced anti-criminalization efforts and managed the Positive Justice Project. Kate’s background also includes roles as a Legal Fellow at the Center for Health and Gender Equity, a Teaching Assistant at Harvard University Extension School, and experience in various legal internships, including work with the Center for Reproductive Rights and ORAM. An educator at heart, Kate contributed to student learning while also engaging in significant public health initiatives as a Public Health Advisor at the CDC. Kate holds a J.D. from Harvard Law School, an MPH from the University of Michigan, and a BA in Anthropology and German from the University of Michigan.
