Pat Murin

Pat has more than 40 years’ experience in diverse chemical and environmental engineering assignments, primarily focusing on the air quality field. He is a licensed P.E. in Texas, and has dual B.S. degrees in Chemical Engineering, and Engineering and Public Policy, granted with Honors from Carnegie-Mellon University.

Pat has extensive experience in regulatory analysis, development of compliance strategies and programs, preparation of environmental permit applications, emissions estimation and specification of stack parameters, technical and on-site evaluation of emission controls, and analysis of Best Available Control Technology (BACT). Pat is also experienced in the development of environmental engineering computer programs, testimony as an expert witness, development of standards for engineering calculations and atmospheric dispersion modeling, computer modeling of the atmospheric dispersion of air pollutants, process analysis and selection, conceptual process design and modeling, cost estimating and economic analysis, pilot plant operation, field testing, test program design, and data analysis. Pat has also taught courses on air pollution regulations, emphasizing the areas of non-attainment, new source review, hazardous air pollutants, and operating permits. He contributed to the Texas Natural Resource Conservation Commission’s permitting process improvement and authored or co-authored nine technical papers presented at professional meetings He also prepared numerous other reports describing atmospheric dispersion modeling, case-specific analyses of BACT or emission control evaluations, analysis of regulations and compliance strategies, design and costing of air pollution control systems, multimedia environmental assessments of advanced energy technologies, and the development of computer models. His work has included projects in the petrochemical and petroleum refining industries, fuel combustion/conversion and power generation, natural gas processing, petroleum and natural gas production, hazardous waste management, coating operations, and other industries. Pat contributed to the U.S. EPA's Control Techniques for Volatile Organic Emissions from Stationary Sources and to the Compilation of Air Pollutant Emission Factors.
