Ruurd Kuiper

Ruurd Kuiper is an experienced Irrigation Management Expert currently working at WAPCOS Limited since May 2022, with extensive expertise in water resources and services, food production, and rural development spanning several decades. Ruurd has contributed to diverse projects focused on improving public and private sector services for water management, disaster risk management, climate change adaptation, irrigation, and flood protection across multiple countries, including Vietnam, Cambodia, India, and Afghanistan. As a team leader and consultant in various organizations such as the Independent Development Consultancy, Snowy Mountains Engineering Corporation Limited, and SMEC International Ltd, Ruurd has successfully assisted government agencies in enhancing public services in both rural and urban settings. Ruurd holds a Bachelor of Science and a Master of Science in Land and Water Resources from Wageningen University & Research, and a Master's degree in Public Policy and Management from SOAS University of London, complemented by a certificate in Utility Regulation.
