Managing Director at Waxman Strategies

Michael Goo is a Managing Director at Waxman Strategies, where he helps lead our environmental practice’s federal policy portfolio. Michael provides our clients with expertise on a wide range of energy and environmental issues. He previously worked for Chairman Henry Waxman as Staff Director for the House Energy and Commerce Environment Subcommittee during the 114th Congress, in 2014.

Following Chairman Waxman’s retirement, he continued working for the current Chairman of the House Committee on Energy and Commerce, Frank Pallone, until his departure from Congress in 2015.

Over his 30-year career, Michael has developed an expertise in legislative and regulatory affairs, engaging stakeholders across the political and energy production spectrum. He led key aspects of drafting the 2005 and 2007 Energy Acts, the Waxman-Markey climate change legislation, EPA’s greenhouse gas rulemakings under Clean Air Act section 111, and issues related to the EPA renewable fuels standard.

Michael served as EPA Associate Administrator for Policy where he oversaw clearance of all EPA rules from the Office of Information and Regulatory Affairs at the White House Office of Management and Budget. While serving at EPA, he managed 170 staff members, covering regulatory review, economic analysis, sustainability, and EPA’s smart growth program.

Michael also participated in the drafting of the Quadrennial Energy Review, at the Department of Energy, under Secretary Ernest Moniz.

During his Congressional career, Michael worked for 3 members of the U.S. Senate and 4 members of the House, including Senators George Mitchell, Jim Jeffords and Barbara Boxer, and Representative John Dingell. Under Congressman Ed Markey, Michael served as the Staff Director to the House Select Committee on Energy Independence and Global Warming.

Michael holds a Bachelor’s degree from Vassar College, and a J.D. from Washington University School of Law in St. Louis.
