Susan Foosness

Susan Foosness, MSW MPP, is a highly experienced healthcare professional currently serving as the Clinical Director of Patient Programs at Rula since March 2025. With a robust background in behavioral health and policy, Susan has held various significant positions, including Director of Complex Care Operations at Lyra Health and Associate Vice President at Quartet Health, where Susan led initiatives aimed at improving access and outcomes for high-risk members. A member of WELL for Digital Health, Susan is dedicated to empowering women in healthcare leadership. Susan's earlier roles included senior consulting positions and management of behavioral health strategies at Blue Cross NC and Public Consulting Group, as well as hands-on clinical experience as a Licensed Psychotherapist. Susan's academic credentials include a Master of Public Policy from Duke University and a Master of Social Work from the University of Washington.
