Jonathan O'Quinn serves as the Director of Information Technology at the West Virginia Lottery since August 2022. Prior experience includes roles such as Director of Infrastructure Operations and Program Manager at the Texas Department of Transportation from March 2020 to July 2022, and Director of Enterprise Strategic Outsourcing at the Texas Department of Information Resources from August 2019 to March 2020. Jonathan also held multiple positions at the Texas Department of Motor Vehicles, including Deputy Chief Information Officer and Interim Chief Information Officer, from October 2014 to July 2019. Earlier career highlights include Data Processing Manager for the State of Alaska Division of Motor Vehicles and Election Program Manager for the State of Alaska - Office of the Governor. Jonathan's career began at Data Information Management Systems as a Project Manager. Jonathan holds a Bachelor of Science in Business with a focus on Information Technology Management from Western Governors University.
