Rebecca Cheung is an accomplished professional with extensive experience in transport policy and rail development. Currently serving as the Lead Policy Manager for the West Yorkshire Combined Authority since June 2011, Rebecca leads teams to create impactful transport policies and strategies to enhance the region's economy. Prior roles include Rail Development Manager, where Rebecca played a pivotal role in shaping major rail investment programs, and Rail Development Leader, contributing to significant projects like the Northern Powerhouse Rail and HS2. Earlier career experiences span positions as Projects Co-ordinator at the West Yorkshire Passenger Transport Executive, Senior Rail Consultant at Corus Rail Consultancy Limited, and various roles within the Mass Transit Railway Corporation. Rebecca holds a Master of Laws in European Law and Business Regulations from the University of Leeds and a Bachelor of Social Sciences from The University of Hong Kong.

The Combined Authority (CA) has two major delivery committees: the Investment Committee and the Transport Committee. Other committees have been set up to ensure probity through careful scrutiny of decisions and processes, and strict governance and audit. The CA is responsible for the £1 billion west Yorkshire Plus Transport Fund, and works closely with business in the region through the Leeds City Region LEP to ensure that business and the regional economy is at the heart of the decisions taken. Future strategic groups will be set up to deliver on individual aims, for example on quality public transport. And while the leadership of the CA is from council leaders, local politicians and the public sector, representatives from other partners – including the private sector, other public sector agencies and the voluntary sector – are key to its success.
