Joe Blizzard Rph

Joe Blizzard, PhD, RPh has extensive experience in the pharmacy field. Joe currently serves as the Chief Pharmacy Officer at Western North Carolina Community Health Services (WNCCHS), a position they have held since February 2022. Prior to this, they were the CEO of Life Pharmacy & Wellness, where they focused on compounding pharmacy services and developed a wellness program. Joe also served as the Director of Pharmacy at PLexus Health, overseeing pharmacy operations and contributing to the development of the MAT program. Additionally, they were the CEO of Airport Pharmacy and the Director of Operations at Beam Pharmacies, where they provided consulting and coaching services. Joe's earlier experience includes teaching as an Assistant Professor of Pharmacy at Wingate University, where they emphasized the importance of management, leadership, economics, and behavioral aspects of health in pharmacy practice.

Joe Blizzard, PhD RPh, completed their Bachelor of Science (B.S.) degree in Pharmacy from the University of Oklahoma Health Sciences Center, where they studied from 1988 to 1993. Joe then went on to pursue further studies, earning their Doctor of Philosophy (Ph.D.) degree in Health Outcomes Research from the University of South Carolina between 2000 and 2005.

Western North Carolina Community Health Services (WNCCHS)

WNCCHS is a Federally Qualified Health Center (FQHC) that provides medical, dental, and behavioral health services to approximately 15,000 patients in Western North Carolina. We are a private, non-profit organization with locations in Buncombe and McDowell counties, as well as a traveling mobile clinic. WNCCHS offers sliding fee scale discounts for all patients and our 340B Pharmacy gives them access to discounted pharmacy services. As a FQHC, WNCCHS maintains a patient-majority Board of Directors that reflects the people we serve — ensuring that our organization and the care we provide are directly impacted by real patients and members of our community. WNCCHS helps address social determinants of health through a variety of programs. We are the only FQHC NCDHHS Healthy Opportunities network provider in the region. WNCCHS is also the only FQHC in the region with a Medical Legal Partnership, which addresses patients’ health harming legal needs. WNCCHS provides HIV services to an 18-county service area of Western North Carolina through the Ryan White Program, serving approximately 800 patients. We also provide HIV prevention services and embrace universal HIV testing for all of our patients. The WNCCHS Transgender Health Program provides culturally competent, high quality trans health care to more than 500 patients. As a Community Health Center, social justice is woven into the fabric of WNCCHS.
