Michael E. Toner

Michael E. Toner is currently the Executive Committee at Wiley. Prior to that, they were the Chairman and Commissioner at the Federal Election Commission from January 2002 to December 2007. There, they oversaw the implementation of the McCain-Feingold campaign finance law and managed an independent federal regulatory agency with over 350 employees and an annual appropriation in excess of $50 million. From 2001 to 2002, Toner served as Chief Counsel at the Republican National Committee where they were responsible for maintaining compliance with federal and state election laws and advised the Party during the 2000 redistricting cycle. From November 2000 to January 2001, Toner was General Counsel for the Bush/Cheney Transition responsible for ensuring the Transition operated within the law. Michael also served as General Counsel for Bush/Cheney 2000 from 1999 to 2001 and as Deputy Counsel for the Republican National Committee from 1997 to 1999.

Michael E. Toner is a graduate of Cornell Law School, where they earned their J.D. cum laude. Michael also holds an M.A. in Political Science from The Johns Hopkins University and a B.A. with Distinction from the University of Virginia.
