Norman C. Bay

Norman C. Bay is the Head of the Energy Regulatory & Enforcement Group at Willkie Farr & Gallagher LLP since September 2017, specializing in regulatory, transactional, compliance, and enforcement matters for clients. Previously, Norman served as Chairman and Commissioner of the Federal Energy Regulatory Commission from August 2014 to January 2017 and as Director of the Office of Enforcement at the same commission from 2009 to 2014. Additionally, Norman was a Professor of Law at the University of New Mexico School of Law from 2002 to 2009 and held the position of United States Attorney for the District of New Mexico at the US Department of Justice from 2000 to 2001. Academically, Norman holds a Doctor of Law (JD) from Harvard Law School, earned between 1983 and 1986, and a Bachelor of Arts (AB) from Dartmouth College, obtained between 1978 and 1982.
