As Senior Vice President of Corporate Affairs at Humana, Jay Khosla is responsible for developing and advancing Humana’s strategy for public policy; advocacy at the federal, state and local levels; and political giving programs, including the Humana Political Action Committee.
After more than two decades of working on tax, trade, financial services, and health care policy on Capitol Hill, Senate Majority Leader Mitch McConnell (R-KY) said that Jay has been at the “center of practically every major economic policy achievement over the past decade-plus.”
Before joining Humana, Jay served as the Chief Economic Counsel for Leader McConnell. Jay oversaw a broad portfolio in this position, including tax, international trade, financial services, retirement issues, and housing policy.
Prior to his service in the Majority Leader’s office, Jay served as Majority Staff Director for the Senate Finance Committee. Most notably while in this position, he directed the passage of the Tax Cuts and Jobs Act of 2017, the most significant overhaul of the domestic and international tax code in 30 years. Jay also acted as Policy Director and Chief Health Counsel on the Finance Committee, where he directed the passage of more than 40 bipartisan bills, more than any Congress since 1980.
Jay began his career as Policy Counsel to former Majority Leader William Frist, M.D. (R-TN), as well as in senior policy roles for the Senate Budget Committee and Senator Orrin Hatch (R-UT). During the 2008 presidential campaign, Jay served as Senator John McCain’s Senior Policy Advisor for health care, labor, and entitlement reform.
A Washington, D.C. resident, Jay has a Bachelor of Science degree in biology and a master’s degree in health administration from Virginia Commonwealth University. He also holds a law degree from the University of Richmond Law School. Jay is a member of the Virginia State Bar and the Supreme Court Bar, the Council on Foreign Relations, and the American Council on Germany. He also sits on the board of the Winston Health Policy Fellowship.
