Public Assistance Subject Matter Expert at Witt O’Brien’s

Audrey is a proven leader with the capacity to manage time sensitive and highly controversial projects; recognized for attention to detail, aptitude for policy interpretation and analytical competence. Her areas of expertise include Project Management, Public Policy & Financial Analysis, Federal Disaster Grants Development and Compliance Monitoring, FEMA’s Public & Individual Assistance Disaster Recovery Programs, Staff Development and Mentoring, Business Management Consulting, Financial and Programmatic Reporting, and Program Development.

Audrey has worked on more than half a dozen disaster projects over the past two decades. Currently, she is overseeing the Public Assistance project post-Hurricanes Irma and Maria (Disaster Recovery) in the U.S. Virgin Islands, including the critical sectors of public buildings, housing, and other utilities, which includes over 350 projects with estimated damages well of over $3B.

Her team’s portfolio of projects range from project formulation through obligation, drafting, and securing FEMA approval of industry standards for critical facilities and supporting infrastructure. She and her team also provide technical assistance, project cost reconciliation, critical project analysis for over 30 sub-recipient Territory agencies to support their recovery from Hurricanes Irma and Maria. Audrey is responsible for quality assurance of her team’s work product, meeting deadlines, working collaboratively with FEMA and Territorial staff and managers, and developing strategies for advancing projects to obligation.
