Paul Piquado

Paul Piquado has a diverse work experience in the field of international trade and policy. Paul started their career as an Attorney at Powell Goldstein Frazer & Murphy LLP, where they gained expertise in international IP matters and represented clients in investor-state tribunals and World Trade Organization matters. Paul then joined Sidley Austin Brown & Wood LLP as an Attorney, advising clients on trade policy and bilateral and multilateral treaty negotiations.

In 2004, Piquado became the Executive Director of the Office of Trade Policy in the Commonwealth of Pennsylvania. During their tenure, they established the office and served as the principal advisor to the Governor on trade and investment policy. Piquado also played a key role in securing federal approval for the state's New American Development Fund, which raised over $100 million for job-creating investment projects. Additionally, they prepared a competitiveness report that helped the state become the top location for cross-border investment in North America in 2006.

From 2005 to 2010, Piquado worked as a Cleared Advisor for the Intergovernmental Policy Advisory Committee (IGPAC) at the Executive Office of the President. In this role, they provided guidance on U.S. treaty negotiations to the administration.

In 2010, Piquado joined the U.S. Department of Commerce as the Deputy Assistant U.S. Secretary of Commerce for Policy & Negotiations. Paul was later appointed as the Assistant U.S. Secretary of Commerce for Import Administration and subsequently as the Assistant U.S. Secretary of Commerce for Enforcement & Compliance. In these senior positions, Piquado administered trade laws, crafted policies, and ensured open and competitive markets in the U.S. Paul also provided policy guidance on trade enforcement and treaty negotiations to the Secretary of Commerce and other officials.

Piquado then worked as an Independent Advisor from 2017 to 2020, where they served as a Strategic Advisor to economic actors, advising them on the implications of U.S. and global policy, regulatory, trade, and related initiatives.

Their most recent position is as a Counsellor & Senior Lawyer at the World Trade Organization, which they started in 2020.

Paul Piquado's education history includes a Juris Doctor (J.D.) degree from the New York University School of Law, a Master's Degree in Law and Diplomacy from The Fletcher School at Tufts University, and a Bachelor's Degree from Williams College. Additionally, they attended Cairo American College, but the degree obtained is unknown. Paul Piquado has also obtained several certifications, including being a member of the Bar in DC Courts, the New York State Unified Court System, the Supreme Court of the United States, and the Massachusetts Board of Bar Overseers.
