Dawn is is a subject matter expert in strategic communications and public affairs at WWC Global. She is the owner of Dawn Cutler Consulting, LLC and advises clients on communication strategies and leader development.
Her 28-year U.S. Navy career culminated in serving as the Navy’s Chief of Information, the only flag officer assignment for Navy public affairs officers, where she served as the principle spokesperson and communication advisor for the Secretary of the Navy, Chief of Naval Operations and their staffs.
Dawn has 12 years of experience working in Washington, DC at the highest levels of government, developing and executing communication strategies involving military policy and operations. She has operated in the Indo-Asia-Pacific region, Europe and Africa. In these roles, Dawn coordinated with the Office of the Secretary of Defense, the Joint Staff, Combatant Commanders and regional embassies ensuring operational narratives supported national objectives.
Her extensive communications experience includes preparing senior executives and commanders for countless media engagements, speaking events, and other outreach activities in the Pentagon and overseas. Other areas of expertise include: media relations/media training, reputation management, strategic planning, integrated communication, change management, legislative affairs, interagency coordination, and budget planning.
Her academic accomplishments include a Master of Arts in National Security and Strategic Studies from the Naval War College, a Bachelor of Science in Business Administration from Oregon State University and is a Senior Executive Fellow, Harvard Kennedy School of Government.
