Monsherra Blank is an accomplished professional with extensive experience in regulatory policy and human resources management. Currently serving as the Regulatory Policy Manager at Southwest Power Pool since March 2025, and as the Director of Regulatory and Strategic Analysis at Xcel Energy since September 2022, Monsherra provides strategic leadership in shaping regulatory policies and advocating for the company's positions on various issues. Prior to these roles, Monsherra spent over 14 years at Oncor Electric Delivery, progressing through multiple positions such as Senior Manager of Human Resources, Regulatory Affairs Manager II, and Governmental Affairs Lobbyist. Monsherra's foundational experience includes roles in customer billing and support at TXU Energy and Austin Energy. Educational qualifications include an MBA from The University of Dallas, an Advanced Certificate in Human Resources Management from Dallas Baptist University, and a Bachelor of Science in Business/Corporate Communications from Lamar University.
