David Burns

David Burns has a diverse work experience in the fields of software engineering and financial regulation. David most recently worked at YouView TV Limited as a Software Engineer, developing user interface features, cloud services, and testing frameworks for web-enabled TV services. Prior to that, they were a Graduate Software Engineer at the same company for over two years, where they gained experience in various languages and technologies such as Typescript, Javascript, HTML5, CSS, Vue, Python, Cucumber.js, Pytest, git, and AWS Cloudwatch.

Before joining YouView TV, David worked at the Bank of England in various roles. As an Analyst in the Recovery and Compensation Team, they contributed to the development of consumer protection policy and statutory oversight of the Financial Services Compensation Scheme (FSCS). David also worked as an Associate in the Solvency II Communications Team, handling internal and external communications related to the Bank of England Prudential Regulatory Authority's implementation of the Solvency II insurance capital adequacy regime in the UK. Additionally, they served as an Associate in the Groups Insurance team, where they supported the prudential supervision of a UK life insurer, including tasks such as reviewing firm Board effectiveness, analyzing risk reports, and coordinating strategic meetings with international regulatory bodies.

Earlier in their career, David worked as an Analyst at Promontory Financial Group (UK) Ltd on a contract basis.

David Burns earned their MA(Hons) degree in Economics and International Relations from the University of St Andrews in the period of 2004 to 2009. David then pursued an MLitt degree in International Business at the same university from 2008 to 2009. Later, in the year 2017 until 2018, David obtained an MSc degree in Computing and IT, also from the University of St Andrews.
