Matthew Kostman

Matthew Kostman joined ZRA as an Associate in January 2022. At ZRA, Mr. Kostman advises on issues covering technology and public policy, and has assisted clients in project management, program development, and building relationships and collaboration opportunities with CISA and other industry partners.

Prior to joining ZRA, Mr. Kostman worked as a Researcher at Gartner, developing management best practices for Applications and Software Engineering Leaders that focused on topics such as automation, Agile, application modernization, and portfolio management. Previously, he worked at a number of nonprofits that focused on international, security, and economic policy in the Eastern European region.

Mr. Kostman received his MA from the Johns Hopkins School of Advanced International Studies, with a concentration in International Economics and European & Eurasian Studies. He received his BA in International Affairs with a minor in Russian Language & Literature from George Washington University.
