Carolyn Huang

Carolyn Huang provides technical support and quality assurance to research initiatives and works with members’ organisations to build research capacity and increase evidence use.

She has over ten years of experience working on research covering social protection and anti-poverty programming, maternal and child health, and labor exploitation issues. Her research interests are in understanding the impacts of safety net programming on human capital development outcomes. Prior to 3ie, she managed the US Department of Labor’s Office of Child Labor, Forced Labor, and Human Trafficking portfolio of global research projects. Her expertise informed the design of tools and research underlying international measurement standards for child labor and forced labor, including nationally representative prevalence surveys, questionnaires, studies examining the worst forms of child labor and labor exploitation in global supply chains, among others.

Carolyn holds a PhD in Public Policy from the University of North Carolina, a Master of Public Policy from American University, and a Bachelor of Arts from the University of Michigan.
