Pamela Blackwell

MD, Child & Family Services at A Second Chance

Pamela Blackwell oversees both the Intake and Certification departments at our Philadelphia regional office. She has worked largely in the field of child welfare, serving at-risk children and youth through in-home and mental health services, and family foster care.

Blackwell is a certified CTC case manager in Pennsylvania. She is also certified in mental health first aid. She began her professional career as a mental health worker and caseworker before advancing to senior management positions. At one time she also worked with Philadelphia DHS as a quality service reviewer.

Blackwell completed her undergraduate studies at Temple University and her graduate education at Eastern, with a concentration in nonprofit management. She also holds degrees in theology.

Blackwell’s passion for serving children and families fuels her desire to serve with excellence. “One of my favorite Bible verses sums up what it means to have the privilege to care for the children served by A Second Chance, Inc.: ‘Let the little children come unto me and do not hinder them, for the kingdom of God belongs to such as these’ (Mark 10:14-16).”

A Second Chance, Inc. (ASCI), is a nonprofit corporation established in 1994. Its mission is to provide a safe, secure and nurturing environment to children in the care of relatives or close family friends—formally called kinship care. ASCI is the largest provider of kinship support services to all of Allegheny County, Pa., where it is also headquartered.
