Carlos Baylin Larios

Carlos Baylin Larios is a seasoned construction professional with extensive experience in project management and leadership across various companies and regions. Currently serving as the Head of Construction Philippines and Project Director for ACCIONA on the Malolos-Clark Railway Project, Carlos has previously held significant roles at Grupo OHL and Community Asphalt, among others. His expertise encompasses overseeing large-scale infrastructure projects such as the Marmaray Project and the Danang-Quang Ngai Expressway, managing bids for international tenders, and contributing to executive leadership as Deputy CEO and member of the Board of Directors at OHL ŽS a.s. Carlos holds a degree in Civil Engineering specializing in Foundations and Structures from Universidad Politécnica de Madrid.
