David Popelier

David Popelier has a diverse work experience that spans from government roles to consulting firms. David has held positions such as SVP, Business Unit General Manager at Acclaim Technical Services, Consulting Practice Manager at Oracle, Business Area Manager at LMI, Co-Founder / Managing Partner at FourWinds Limited Company, Program Manager / Management Consultant at SAIC, Open Source Officer in the Federal Government, and Foreign Affairs Officer at the U.S. Department of State. Throughout their career, David has been responsible for P&L management, overseeing teams, guiding technical contributions, managing project execution, staffing, client relationships, and business development activities.

David Popelier received a Bachelor of Science in Spanish and History from the University of Wisconsin-Madison in 1999. David then pursued a Master of Arts in National Security Studies from Georgetown University in 2001. Later, they earned an MBA with a focus on Marketing from George Mason University – Costello College of Business in 2010. In addition to their degrees, they obtained certifications such as Oracle Cloud Infrastructure Foundations, Certified Analytics Professional, and Project Management Professional.
