Charlie Geier

Charlie provides both strategic and innovative leadership for Shine Early Learning’s work to build large-scale childcare training and technical assistance systems. He ensures the success of their partners by developing and delivering proven, scalable solutions to drive quality improvement. Prior to joining Shine Early Learning, Charlie served as Vice President of Impact Data Solutions, and Statewide Advocacy for the Indiana Youth Institute where he led statewide research, evaluation, advocacy, and capacity-building of youth-serving organizations. Formally, he served as Director of Early Learning and Intervention for the Indiana Department of Education. He led the agency’s efforts for English learners, migrant education, school improvement, and early learning. In this work, he facilitated the development and implementation of Indiana’s Early Learning Foundations, a QRIS pathway for public schools, statewide Pre-K expansion, and an early learning school turnaround model. In addition, he has served as a school district administrator and a governor’s appointed member to the Early Learning Advisory Committee. He regularly presents and facilitates professional learning at local, state, and national events.
