Richard Gupton

Richard Gupton is a seasoned public policy expert currently serving as the Senior Vice President for Public Policy & Counsel at the Agricultural Retailers Association, a position held since September 2003. In this role, Richard Gupton leads the Public Policy team, focusing on strategic positioning for the organization’s policy priorities and enhancing the industry's visibility with Congress and federal agencies. Prior to this, Richard Gupton held several key positions at the Independent Community Bankers of America, including Vice President of Legislative Policy & Counsel and Deputy Director of Agricultural Finance, advocating for community banks on critical agricultural and rural policies. Richard Gupton's earlier experience includes serving as Subcommittee Staff Director and Counsel for Senator Paul Coverdell, where advice was provided on various legislative matters, and as Legislative Counsel for Congressman Fred Heineman, liaising with North Carolina's agricultural community. Richard Gupton holds a JD from Campbell University and a BA in History from the University of North Carolina at Chapel Hill.
