Jennifer Baldwin

Jennifer Baldwin is a seasoned transportation planner with extensive experience in urban planning and design. Currently serving as a Senior Transportation Planner at Three Oaks Engineering since September 2024, Jennifer has been a Senior Planning Associate and Principal at Alta Planning + Design from March 2015 to the present. Prior roles include Bicycle and Pedestrian Coordinator for the City of Raleigh Municipal Government from 2010 to 2015 and Bicycle and Pedestrian Planner at the Delaware Department of Transportation from 2007 to 2010. Jennifer holds a Bachelor of Science degree in Outdoor Recreation Planning and Environmental Policy and Planning from Virginia Tech, earned between 2001 and 2005.
