Starr Duvall

Ms. Duvall oversees and directs all construction projects, budgets and delivery timelines. She also ensures that all contractors adhere to design specifications and building codes.

Ms. Duvall has more than two decades of commercial construction experience through her leadership positions in retail project management, and as a project engineer with budgeting, value engineering and project management experience.

Prior to joining RTL Ms. Duvall was with Washington Prime Group for ten years as Director of Construction where she managed pre-construction and construction activities and oversaw activities associated with the redevelopment of the firm’s assets.
