Rachel Shapiro

Senior Researcher at American Institutes for Research

Rachel Shapiro has a diverse work experience spanning over several years. Rachel started their career as a Staff Associate at Partners Healthcare, where they oversaw the administration of an organization of chief financial officers from Boston teaching hospitals. Rachel provided analysis of financial and legislative issues and facilitated meetings with key stakeholders.

Rachel then joined Mathematica Policy Research as a Research Analyst. In this role, they conducted analysis on the impacts of a telemedicine demonstration on access to care and quality of life. Rachel also led evaluations of several CMS-funded demonstrations aimed at promoting high-quality care through the adoption of health IT by primary care physicians.

At Mathematica, Rachel transitioned to become a Researcher and took on more responsibility. Rachel served as the deputy lead for the formative analysis of the Transforming Clinical Practice Initiative by CMS. Rachel also led implementation studies for teen pregnancy prevention programs and analyzed the impacts of congressionally mandated demonstrations on inducements for small- to medium-sized physician practices to adopt health IT.

Currently, Rachel works at the American Institutes for Research as a Senior Researcher. Rachel leads qualitative aspects of a project funded by Upstream USA, focused on ensuring health centers can provide same-day access to birth control. Rachel also serves as the deputy director and project manager for a project aimed at improving the uptake of AHRQ Evidence-based Practice Center findings.

With their extensive experience and diverse roles, Rachel Shapiro has developed expertise in research, analysis, project management, and qualitative aspects of healthcare projects.

Rachel Shapiro attended West Windsor Plainsboro High School from 1988 to 1992. Rachel then went on to Middlebury College and earned a Bachelor of Arts degree in Math and English from 1993 to 1996. After completing their undergraduate studies, Rachel attended Georgetown University from 1996 to 1998 and obtained a Master of Public Policy degree with a focus on Public Policy.
