Richard Mobarak has extensive experience in traffic control training and transportation planning, currently serving as an Instructor at the American Traffic Safety Services Association (ATSSA) since 2004. Previously, Richard was the Technical Planning Program Manager for Bernalillo County Public Works from 2010 to 2015, where responsibilities included major transportation development reviews, guideline preparation for traffic impact analyses, and representation in multi-governmental committees. Richard also worked as a Traffic Engineer for both the New Mexico Department of Transportation and Bernalillo County Public Works, overseeing traffic operations and engineering activities. Richard holds a B.S. in Physics and Math from Stetson University, earned between 1969 and 1973.

The American Traffic Safety Services Association (ATSSA) is an international trade association, located in Fredericksburg, Virginia, U.S., whose core purpose is to advance roadway safety. Founded in 1969, ATSSA represents the road, traffic, and highway safety industry with effective legislative advocacy, traffic control safety training, and a far-reaching member partnership. ATSSA's member partnerships include approximately 1,200 member companies and 17 international companies. These members and numerous local chapters are designed to connect leaders, public agencies, legislative advocates, manufacturers, suppliers, and contractors to exchange information and ideas about the roadway safety industry.
